7.Contract description:The contractor will provide technical assistance to support Ecowas Commission and its member states in overall coordination of the 11th EDF — improved regional fisheries governance in western Africa (Pescao) programme and more specifically in the implementation of component No 1 of the programme. The contractor shall achieve the following results: (i) Ecowas disposes a solid understanding of regional fisheries issues, (ii) Ecowas regional fisheries and aquaculture policy is developed and adopted contributing to better integration of fisheries issues in regional policies and strategies, (iii) institutional anchorage between regional economic communities (Ecowas and WAEMU) and regional fisheries bodies (SRFC and FCWC) is defined, consolidated and operationalised, (iv) a network of stakeholders is developed at Ecowas level, (v) coordination between fisheries projects and donors in western Africa is reinforced.

11.Legal basis:Annex IV to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States of the one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23.6.2000 as amended in Luxembourg on 25.6.2005 and in Ouagadougou on 22.6.2010. Reference is made to Annex IV as revised by Decision No 1/2014 of the ACP–EU Council of Ministers of 20.6.2014.
